Kremlin on Sep 26 revealed who should be worried about Russia changing its nuclear doctrine. Earlier, Russian President Vladimir Putin proposed changes to Russia’s nuclear deterrence doctrine. He said that “clarifications” have been proposed regarding his country’s doctrine of using nuclear weapons, a threat that has been raised several times since the start of the Russian offensive in Ukraine.
