Former U.S. Ambassador to Russia John Sullivan is, not surprisingly, a war hawk who places all the blame for the Ukraine War squarely on Russia’s shoulders. But unlike many of his ilk Sullivan takes it a step further, claiming that Russian President Vladimir Putin has said that Ukraine was planning to invade Russia and hoped to develop nuclear weapons. Putin has never said that.
